It is actually legal to have the breaker panel this low?
Yes it is legal.
But the minimum recommended height requirement for installing a circuit breaker box is not less than four feet from the floor, the ideal height is between five and six feet. Measured from the floor to the bottom of the box.
There is a maximum permitted height, which is seven foot six inches, measured up to the top breaker in the panel.
