Basement Stair Headroom Requirements

Washington Township, house built in the 1970’s.

Walking down to the finished basement with my 6’2″ client in front of me, there appeared to be a clearance issue.
First question has to be who built these stairs, what building inspector passed it when the house was built and what does the purchaser of this new home think of it?
Am I the only one who thinks it is not OK to have to stoop or knock yourself unconscious every time you go down to the family room?

THE RULE FOR STAIRS:
The minimum head clearance for stairs according to IBC and OSHA is 80 inches above the stair tread to any overhead obstruction or protrusion from the ceiling. Stairway headroom clearance is measured vertically from the edge of the stair tread or the nosing.
Handrails are required that shall be not more than thirty-seven inches nor less than thirty inches from the upper surface of the handrail to the surface of the tread, in line with the face of the riser at the forward edge of the tread.
