Lighting above a shower or bath tub is permitted, often necessary and adds beauty to many bathrooms. There are approved light fixtures and unapproved light fixtures, those with exposed incandescent light bulbs are not approved or considered for safe and should be immediately replaced.
Water and electricity do not coexist safely together and exposed light bulbs add another “No,No”, to the list due to the risk of a bulb shattering and broken glass falling to the floor in the shower or tub while they are in use.
If it’s in a recessed can light (like the light in the photo) the bulb and trim can be easily removed and replaced it with an LED upgrade that is approved for use in wet areas for less than $25
